Most failed software projects did not fail in the code. They failed because nobody agreed what "done" meant. A few weeks of assessment and specification is the cheapest point to find out that a project is bigger, smaller or different from what everyone assumed.
When the specification is signed, the same criteria drive development and testing, so nothing is lost between the people who asked and the people who built it.
